California could miss out on $4.3 billion school reform funds

The Sacramento Bee has published this chart/graphic (below) to explain what's behind the unprecedented $4.3 billion "Race to the Top" grant program announced by President Obama and U.S. Secretary of Education Arne Duncan on Friday. The unprecedented fund is intended to encourage and enable certain education reforms many believe are needed to close the "achievement gap."

The Bee suggests that California schools may miss out on their share of these landmark funds. Explanation (see lower right corner of the graphic): California has laws the explicitly prohibit linking student achievement data (test scores) to teacher evaluations.
